Ten years of experimentation in the area of urban freight: a first critical review

Ten projects or experimental programmes undertaken since 1995 have been analysed on the basis of independent audits carried out over the years:
- La Rochelle: urban distribution centre (CDU, Elcidis project
- Strasbourg: urban distribution centre project
- Monaco: Fontviellle urban distribution centre and Nice-Saint Isidore urban logistics platform (PAL, Parc d’Activités Logistiques)
- Bordeaux: Local Delivery Area project (ELP, Espace de Livraison de Proximité), vehicle reception point (PAV, Point d’Accueil Véhicules)
- Strasbourg: Chronocity project
- Toulouse: CDU Raynal project – SNCF urban logistics Nanterre: home delivery and taxi services (PAD, portage et accompagnement à domicile)
- Nancy: urban distribution centre project
- Besançon: urban distribution centre project and then vehicle reception point
- Paris: Final delivery by electric tricycles “La Petite Reine”
The SWOT analysis method (analysis of Strengths / Weaknesses / Opportunities / Threats) was used. Based on the audit results, a series of proposals and recommendations has been developed with a view to providing support and guidance to players and partners working on future projects.
