CURACAO : a new European project about car rate-setting

The CURACAO (Co-ordination of Urban RoAd-user ChArging Organizational Issues) project aims at developing the implementation of « urban toll type »car rate-setting so that it is both efficient and equitable.

The CURACAO partners

Based on the conclusions of other European projects (CUPID, ProGRESS and EUROPRICE ), this project of the Sixth PCRD (Research and Development Framework Programme) is to allow to identify the « good practice » on the subject and to promote its spread. Several cities such as Bristol, Stockholm, Edinburg, Oslo and Rome have got involved in the project. Other cities such as London, Trondheim or Rotterdam could be invited to sporadic work sessions.

The contorsium is also composed by research consultancies as TTR, ISIS and ITS. It also involves partners such as Certu and POLIS to insure the spread of CURACAO results to a large public.

The project targets

Thanks to the setting up of a forum and the creation of a data base on the car rate-setting, the project will aim at answering cities with specific needs about the implementation of urban tolls. Certu will participate to the studies on the acceptability of such mesures of rate-setting and to the spread of the project. The writing of a brochure and the organization of a seminar in Lyon will guarantee the circulation of concrete solutions on how to establish an « acceptable » urban toll. Nathalie Pitaval and Thierry Gouin will be involved in the project for a total of four menxmonths.

The project should start on January 1st, 2006 and will last three years.
