Following the sentence passed by the Caen Court of Appeal (criminal court) on the Département authority in its capacity as a legal entity after a fatal accident (although the decision was later quashed), the French Secretary of State for Transport commissioned the CNT to carry out a study under the supervision of Senator André Lardeux. This study led to the production of a report on safety at school stops which recommended, among other things, a review of the ANATEEP CERTU guide published in 1995 on safety of school transport bus stops, to include, in particular a section on audit methods.
