The practices employed by organising authorities regarding the use of direct or delegated management options for operating their public transport networks need to be monitored, as do the strategies of major transport groups, with a view to aligning practices, in France and in other countries. Particular attention needs to be paid to contracting practices, and to the procedures developed for arranging public contracts.
