Forward planning
Forward planning involves “rearranging the present to make life better in the future”. Applied in the area of transportation, forward planning relies on analysing transportation supply and demand (estimating the number of journeys, modes of transport, modal share, etc.). Questions regarding transportation ought to be posed in the following terms: what transportation routes will be needed in the future in urban and peri-urban areas? What tools will be needed to regulate urban traffic (e.g. urban road tolls, etc.)? Questions such as these should be tackled by factoring in environmental, social, economic and demographic criteria (ageing population, etc.).
