“Urban vulnerability” is a horizontal project launched in 2006 aimed at developing “risk prevention urban planning”, combining the preventive policies promoted by the Ministry for Ecology with town and country planning issues dealt with at the Ministry for Infrastructure. In particular, it is aimed at helping government departments to implement the interministerial circular dated 27 July, 2005 relative to the role of decentralised departments in the prevention and management of natural and industrial risks.
