Of the many requests featured in the report Une Voirie pour Tous ("Road Access for All"), issued by the Conseil National des Transports (French National Transport Council), one of the most prominent was for the creation of a special set of rules for traffic in urban areas. This request, echoed by many road users’ associations, has led to a concerted approach, known as the Code de la Rue ("Rules of the Street"), being adopted.
