What is the purpose of this programme ?


City planning can be approached via the various aspects of accessibility to different functions of the city:

  • geographical or spatial accessibility: the offer must provide for personal choices in the means of transportation used - cars, public transport, walking or two-wheeled vehicles – depending on the distance travelled, needs (reasons for travelling), financial and material means. However, the geography and environment of different areas means that not every city can develop the same level of accessibility;
  • social, economic and cultural accessibility: one of the public authority’s duties is to offset inequality between people, in terms of birth or wealth, by improving accessibility. The State and local authorities can thus take action focused on financial aid, knocking down cultural barriers and establishing selective access rules;
  • physical accessibility: the challenge entails breaking down physical barriers and improving the design of urban facilities and transport systems so that the residents of a city, regardless of their physical or intellectual abilities, can be involved in its economic life and that equal opportunities are enhanced.

The programme is aimed at incorporating these different concepts in the actions undertaken at Certu and to develop operational decision-aids for contracting authorities and project managers involved in urban planning.
