Public debate


Public debate has recently become an essential element in developing any project. It is a way for decision-makers, administrators and planning professionals to involve the users in design and development choices. To achieve the objectives of access and quality of use for all, the diversity and specific nature of disabilities, the context of the project and the future behaviour of users must all be taken into consideration. This implies that dialogue with representatives of people with reduced mobility should be established as early on as possible. France’s Disability Act of February 2005 serves to consolidate public debate mechanisms through local accessibility commissions and in drawing up planning instruments. This is thus the subject of a specific study within the programme.
