Accessibility auditing

France’s Disability Act of 11 February 2005 made it obligatory for urban planners to provide access to transportation networks for people with reduced mobility. In particular, it requires plans for providing access to roads and public spaces to be drawn up, together with master plans on access to public transport services and compliance with access regulations for any building to which the public have access: for such actions to be effective, appropriate audits must first be carried out. To this end, the horizontal programme known as “Ville accessible à tous” (Cities accessible for all) is being developed to provide local authorities and State services with reference guides and tools to help them meet their obligations as efficiently as possible.
