« Ville accessible à tous » (“Cities accessible for all”) is a horizontal project launched in 2001. Its general approach to the issue of accessibility focuses on providing solutions in the areas of housing, business, education, leisure activities, culture and transport, etc. It is concerned with every type of urban user that experiences difficulty in accessing the city and the various activities available, whether the causes be physical, geographical or social: “Ville accessible à tous” is based on this concept and incorporates these three aspects.
