For many years, Certu has been working to improve urban mobility and the way that transportation is managed, particularly by means of Urban transportation plans (PDUs). Having published the guide to PDUs in 1996, Certu has since carried out a review of progress on PDUs initiated in application of France’s "Clean Air and Rational Use of Energy Act", together with a review of how road safety has been integrated into urban transportation plans. These reviews have revealed the strengths and weaknesses of these initiatives. One of the weaknesses that still needs to be addressed is the inadequate provision made for motorised two-wheel vehicles, particularly parking facilities. It is true that travel by motorised two-wheeled vehicle accounts for a relatively low proportion of total urban travel, 1 or 2 % at the most, except in heavily-congested areas; nonetheless, this mode of transport is used more or less regularly by approximately 10 % of the population of an age to do so. There is no organised parking for motorised two-wheel vehicles, with the result that drivers all too often park anywhere and anyhow. Vulnerable users, especially pedestrians and people with reduced mobility, see this as a major safety problem. For this reason, it seemed necessary to deal with the subject of parking from the perspective of the regulations and planning. Local authority technicians in charge of planning parking space for motorised two-wheel vehicles will find that this document contains all the practical information they need for developing parking in public spaces, parks, engineering works and collective housing.
