How should farming and farmland be taken into account in SCoTs (Territorial Cohesion Plans)? Eight years after SCoTs were set up, what light do their contents shed on this question? This is what we set out to analyse in this work.
The analyses are mainly the result of work carried out by Certu, the different CETEs (Regional Civil Engineering Research Centres) and ETD (Entreprises, Territoires et Développment) on the subject of farming within the context of the "SCoT-Témoins" ("Control SCoTs") approach, and an examination of a sample of SCoTs approved prior to 2008, taken from the "Terres en Villes" network. Farmland, forests and natural areas have, in the space of a few decades, become components in what used to be called "town planning". Has farming now become an established part of urban life? This work certainly aims to make a contribution in this regard.
It looks at the main stages of a SCoT in chronological order: perimeters and local governance, farming diagnosis, the SCoT and its agricultural projects, the general guidance document and, finally, tools for implementation.
It is aimed at those responsible for drawing up SCoTs and all who are involved in these approaches, in State departments, cities, local and regional councils, associations, etc., as well as advisory bodies, especially chambers of agriculture. It takes account of the results of work carried out during a national "Farming and SCoTs" day which took place in Grenoble on 25 September 2008, and which brought together almost 300 people, including elected representatives, planners and technical experts from the farming world.
It is complemented by a guide of around 30 pages, published in the form of a CD-ROM, which evaluates the different steps involved in constructing and implementing SCoTs on the basis of the "core guidelines" identified in our analyses.
