The accessibility scheme for the roadway system is a planning document that all municipalities must produce in line with the law of 11 February 2005 and decree no. 2006-1657 on the accessibility of the roadway system and public spaces.
Local elected representatives are obliged to take steps to draw up the plan, which requires them to work in conjunction with the various bodies that manage the roads that pass through the municipality. They also have an obligation to inform and an interest in setting up a consultation process with the associations representing people with reduced mobility, the authorities responsible for the public transport services that serve the municipality and shopkeepers’ representatives.
This pack sets out a basic methodology that elected representatives and local authority departments can use to draw up their accessibility schemes. It explains each stage of the preparation process, including a review of the current situation, analysis, action plan and timetable, as well as formal approval and finally, follow-up. The final chapter addresses the issues around coordination with other urban planning measures and work on the roadway system and public spaces. |
